I loved Spider-Man Reign.
I stopped collecting Spidey, but I picked this up.
So I will say 'yes' to your question.
It's only 4 issues. I suggest you read it.

The HC includes the regular and variant covers, as well as character sketches. I'm assuming these aren't included in the SC but I don't know for sure. Other than that, there's no difference. I only bought the hc as a matter of preference.

I went to get Reign on Friday, no luck. Sold out of the hardcover and so far (from what the guy told me) there's no softcover version yet. I settled on the two newest issues of Amazing Spider-Man which carried over from the end of the Civil War and stuff. I'll call ahead next time though.
