I think it's supposed to show how the Osborn family have their own philosophy that's the opposite of the Parkers: The Parkers are into "Great Responsibility" whereas Norman advocates "Never apologizing", which effectively means never taking responsibility for any mistakes he makes.

Anyone else notice a restaurant named Jazzy Giannis (a reference to Jazzy Johnny Romita)? Or that Pete ordered pizza from a place called Romitas?
I also liked how the couple Spidey webs together in Reaction ("You'll thank me later, dude.") end up getting engaged in the Valentines Day ep in Season 2.
Oh, I just remembered, in the very first episode, in the beginning, Spidey runs across a ledge occupied by some very familiar gargoyle statues.

I just noticed something. Norman Osborn never apologizes, yet near the end of "Market Forces" he apologizes to Hammerhead for Harry's interruption.

I wonder if he ever tried to get Harry to adopt the "Never apologize" mantra, I know he tried with Peter and later told Otto the same thing (which Otto seemingly has adopted as Doc Ock). Shows how much contempt he has for the kid that he wouldn't even bother trying to teach him his own life philosophy (also a nice way of paralleling the Osborn/Parker families: Norman holds his true son in so much contempt he won't even share his philosophy with him, whereas Ben shared every life lesson with the kid who isn't even his son).

Too true Anwar.... Ben and May Parker raised their nephew to be a resposible man, instilling with him their morals and ideals from their generation.

Well, that's the irony of it actually: Despite the upbringing he got from them, he WASN'T a responsible guy, not until Ben got killed cause of him.

Heck, it's often a point in all the stories where Peter stopped the burglary that Peter ends up becoming a self-absorbed Jerkass who let his success get to him.

It's like Picard and getting stabbed through the heart: it was a horrible thing but it made him a better man because of it.
