I know he didn't create Punisher but he still was going to do a cameo. Here's what a qoute from Stan about that.

UGO: Why didn't you get to do a cameo in this one?

SL: I'm surprised it did the business it did without me being in it. But they shot it where I wasn't in the neighborhood, so I wasn't able to travel there. The same thing happened with The Punisher [which was shot in Florida]. I was supposed to be in that one but I couldn't make it to Tampa. I know it will be a big setback for the movie, but I have to live with these things.
