If I had to speculate, I think Marvel is probably thinking "Let's make Spider-Man the youthful hero. It sets him apart from the leading men in the rest of our established universe."
And Sony is thinking, "We'd rather leave our fate in the hands of someone who's graduated high school."
I prefer Marvel's mindset here, because I love high school peter and if I have to see Peter graduate yet again before this decade is over I'll be hella bored. In fact I hope they film the next 3 films back to back. That'd be so awesome.
