I can dig. I really don't think that it's such a great idea to spend money where it isn't needed but keep in mind that this isn't additional money that we're spending... It's money that the NIAA already had.

I think this is stupid, there places like Adelitas in Tijuana were prostitution is legal and all the girls are forced to have periodic med exams, and carry medical cards. They don't seem to have the aids problem there, throwing away money like this to keep these people from drinking alcohol is like putting a band-aid on a sucking chest wound. What they should do is follow the Tijuana model, thus eliminating the handlers (or pimps) and just put in a system limiting the number of drinks they consume on the job. All that training is just going through one ear and out the other. Give me 2.6 mil!
