The telecom companies that get paid by other companies to promote those company's sites would be able to offer cheaper service than ones that don't.

Will enough people be willing to pay for the more expensive service just to be able to access the entire web?

lets say you are a client of TeleThugs. TeleThugs gives you this fair service of oddnumber.99 a month and you get internet in x manner. Now companies like lets say gamesfaq.com pays TeleThugs money so gamesfaq are given more priority than SHH because SHH doesn't pay TeleThugs.

Since SHH doesn't pay TeleThugs, TeleThugs decides to let you see SHH but the service when browsing SHH will be slow while you can browse around in gamesfaq at normal speed.

That pretty well sums it up, Cori. This is a prime example of the U.S. Government sticking their fingers where they don't belong at the behest of their corporate lobbyist buddies and perfectly illustrates who REALLY runs our government. The days of government officials really trying to represent the people's best interests are long gone and have been replaced by "campaign contributions" and corporate politics. :down
