How would you split the teams up?

Captain America

- Black Widow
- Hawkeye
- Falcon
- The Winter Solider (maybe not till the end)
- Scarlet Witch (hate splitting her and vision up)
- Quicksilver
- Mockingbird

Ironman

- War Machine
- The Vision
- Antman
- Wasp
- Nick Fury
- Maria Hill
- Director Coulson

Black Panther (Third Party)

I'm thinking take out Antman Wasp, Coulson and Mockingbird

Obviously Tony will have the worlds governments behind him.

Some how Crossbones has got to fit in as well, unless they're not gonna use him.

We don't even know if Wasp is going to be in the MCU.

Some (okay, most) of the characters are just in the speculative stage at this point, or at least in the "Sir Not Appearing In This Film" stage, but I'll go with:

Team Cap:
Black Widow
Hawkeye
Falcon
Winter Soldier
Scarlet Witch
Quicksilver
Daredevil
Luke Cage
Iron Fist
Jessica Jones
Dr. Strange
Blade
Deathlok

Team Iron Man:
War Machine
Vision
Ant-Man (both Pym and Lang, if both are still alive)
Wasp (Hope Van Dyne)
Maria Hill
Nick Fury
Sharon Carter
Crossbones
Red Skull
Arnim Zola
Coulson's new SHIELD (including Mockingbird)
Abomination
Hulk (if he's still on Earth)
"Ragnarok" or "Clor" (if he's still on Earth)
Ghost Rider
Punisher
Black Panther
Captain Marvel

*bonus points: If Spidey ever joins the MCU, he's pro-Tony first, but quickly changes his views to side with Team Cap

Given that it's only a year and a half away, I can't see many more characters being added at this point, so I'll say:

Cap:
Bucky
Black Widow
Hawkeye
Quicksilver
SW
Falcon

IM:
War Machine
Ant Man
Vision
Maria Hill
Nick Fury
Hulk (doubtful because this would easily given IM the win)

Hulk wan't in Civil war during the comics but if he does fight I see him joining Cap. He doesn't trust government and he's never had the best relationship with them. I also think that he and Stark will both be affected by losing control of Ultron differently. Captain Marvel could be introduced as a member of Stark's roster to help balance things out. I can see The Vision betraying Stark and joining Steve. He played a pretty important part in the final battle between Cap and Stark. So maybe:

Cap:
Bucky
Falcon
Hulk
Vision

IM:
War Machine
Captain Marvel
Ant Man
Maria Hill
SHIELD

No idea on Black Widow and Hawkeye. In the comics she was with IM but in the MCU she seems to have a closer relationship with Cap. Twin's are anybody's guess. I think the civil rights will still be the basis behind the Civil War. The government will want to control all individuals with special abilities or something. If that's the case I can see Quicksilver joining Cap. Scarlet Witch too. It would be interesting if the twins were on opposite sides though.

Edit: I just realized the perfect replacement for Peter Parker, unless someone beat me to it. The Vision. Technically he's a young life. An A.I created by Tony Stark and coming into his own consciousness in a world gone mad. He hasn't fully developed his own sense of righteousness and ethics and finds himself trapped in a battle of ideologies between Tony Stark, his father figure and a man of science and logic, and Captain America, a man usually considered the embodiment of absolute morality and righteousness who often makes decisions with his heart. The Vision's story would be about what kind of "man" he wants to be and making his own decisions that lead him there.

I don't want this to feature every Avengers/MCU character. I have never been a fan of the idea of a Civil War movie, but since it is a Cap movie, I feel it would/should be much smaller/more contained than the comics. I'd be fine if Iron Man just led agents and drones against Cap, and Cap basically just had his crew from Winter Soldier.

I think this version of Civil War will be a lot more small scale than that of the comics.

Captain Americas team:
Falcon
Winter Soldier
Hawkeye
Agent 13

Iron Mans team:
War Machine
Vision
Crossbones
Maria Hill

Third Party:
Black Panther

I'd be good with this.

I think I'd prefer this to be pretty small scale and intimate. And I don't expect Stark to be suited up much, other than the mandatory one-on-one fight between Iron Man and Captain America.

Team Rogers:
Falcon
Agent 13
Hawkeye

Team Stark:
War Machine
Black Widow
Ant-Man

Obviously with both parties fighting for Black Panther/Wakanda to be on their side.

Possible addition: If SW/QS are involved they'd be Team Rogers, and if that's the case I'd want to see Banner on Team Stark to even out the playing field.

I really don't see Black Widow being on Tony's side. She and Cap just went through all of that stuff in TWS and really bonded. Plus she experienced the HYDRA thing first-hand, so I don't see her siding against Cap. I also don't see the acknowledged huge Captain America fanboy Coulson siding against him either.

what if coulson blames captain for destroying Shield?

I'd say both sides won't have huge teams, maybe 6 each at the most, but it's hard to keep things small when you'll prob have Tony's team, Cap's team, and a Hydra team working underneath everything.

My teams would be:

Team Cap:
Steve Rogers
Sam Wilson
Winter Soldier
Hawkeye
Quicksilver
Scarlett Witch
a lurking Punisher

Team Stark:
Iron Man
War Machine
Vision
Mockingbird
Antman
and starting out on Stark's team & switching to Caps in the finale: Black Panther

Other characters involved I'd suspect:
Arnim Zola's AI will direct a Hydra cell to take out Captain America
Zemo as second in command
Crossbones (Will pull the trigger as in the comic book)
and maybe they'll pull back in Batroc

None of our guesses will be close to what they do, there might not even be teams, it might just be a few people involved but I guess we'll all see in the next year how they're going to play this all out. Either way, it's gonna be AWESOME.

what if coulson blames captain for destroying Shield?

I wouldn't bet on it. I hear that Coulson has a picture of Cap in his office, as seen in the latest Agents of SHIELD episode. I must have missed the pic, though.

Seems to me that most of you forgot about Sharon Carter aka Agent 13 in this movie. She will naturally be on Cap's side, and I think the Russo Bros. will give her a bigger role and develop her relationship with Steve Rogers.

Sharon Carter barely counts considering how **** went down in the comics. She's like negative points right there.

Not really. People keep trying to sell me on CW being the premise of this movie (ugh) by saying that it "won't be like the comics." Well I can use the same argument when it comes to Sharon. What she did in the comics is irrelevant since I don't see the Russo's going there with her character.

Everyone subconsciously acknowledges this movie as a studio-wide showcase, so what happens to Steve personally is irrelevant.

In seriousness, though, I'd say Sharon would be pro-reg, given that she works for the government.

On the other hand, the CIA is devoted to protecting American interests, including business. Superheros being regulated to act as government troops would not please the military industrial complex, so they'd be against it.

But I don't think that'll be the case.

No, everyone doesn't. But consciously I don't want to think about Sharon's role in Civil War because it's soul crushingly horrible so I'm hoping they don't go there - better yet just forget about her since I don't much care to see more from EVC as an actress.

It was a pretty bad "twist" and im not all that great of a fan of the actress either. Not too big of a fan of the character as well. That one plot reveal kind of ruined a lot of the story for me. Either way I dont care where Sharon ends up. She doesn't seem too much more skilled than an average shield agent from what I've seen Even Skye seems to be just as well trained.

Really, you can tell that from, what five minutes of screentime and one small shootout. Wow, you're really good a extrapolating a lot from very little. And what was so bad about the "twist" and how did it ruin "a lot of story" for you, since it wasn't connected AT ALL to the main story? Seriously, that makes no sense.

The Winter Soldier was a good movie. I don't understand the debate going on here.

I was talking about the twist involving Sharon in the comics which was hugely connected to the story. If you had read the comment above me you might have been able to figure that out. I doubt they will go there in the films because its sloppy and wasn't all that interesting and I doubt they will want to deal with how overly complex it was.

And yeah, from the scene where she let crossbones disarm her I was able to determine she wasn't that great. Who knows, maybe she's been training her ass off and will be Black Widow's level when we see her again, but for now I haven't seen her do anything amazing.

She recovered very quickly and saved that IT guy from getting a bullet in the head from Crossbones. Her final scene is her looking very determined at a shooting range and the implication is she's thinking next time she won't let Crossbones get away, or anyone else for that matter. This is already a solid foundation for a great character arc in Cap 3.
