What is this? Why? Videos scattery

This happens far too frequently to me, on YouTube, on any site with videos. Its only happening on my laptop. Help?

Try right-clicking the video, then click settings. Click on the Display tab and uncheck Enable hardware acceleration. That helped my friend out who was having the same issue. Hope it helps you as well.
