would a WWII Nick Fury game work?

...they could set it up during Nick Fury's WWII adventures.. like some of the other WWII games.. they could have multi-tap and online-cooperation where each person can pick someone from the Howling Commandos.. perhaps a feature where you can create your own HC..

lots of different battlefronts-- Europe, North Africa, South Pacific..

What game engine would be the best to base this on?
