Well, what about Shadowcat, Bishop, Blink, Sunspot, Colossus and Warpath?

Were they supposed to be an X-Men "splinter cell" like the Gold Strike Force in the nineties?

Or were they supposed to be an X-Force's counterpart?

I think by that point they were simply another last mutant standing cell
 
I highly doubt they were the X-Force. More than likely an independent cell.
 
Just a group of survivors / mutant rebels.

According to 25 Moments, Kitty had been in captivity in 2009, Blink had freed 30 mutants (perhaps including Kitty?) in 2012, and in 2018 Bishop (also a mutant camp escapee) formed a resistance movement.

So those mutants just ended up banding together. Presumably the others (Xavier, Wolverine, Magneto, Storm) had been flying around from place to place on the jet, using its stealth mode to hide.
 
There's a rumor that there was a Cable tease. I one of the camps there supposedly was a guy with only one eye. Not sure, I'll probably have to see it again.
