I think the strongest DB characters are at Thanos (without Equipment) to Odins level.
I mean when Odin battle to the max the galaxy get destroyed.
The highest stated feature was Seru who said: With this chi I can not just destroy this planet, but also the entire solar system.
The solar-system alone is trillions of times the size of the sun which is a million times bigger than a planet (earth).
This would mean that Seru's powerlevel at that point must have been (if we use Bejiita's 18,000 pl as a planet destroyer factor)

18,000*10^24 (1,000,000,000,000,000,000,000,000) = 1,8*10^28
Basicly Seru's level must have been.
SSJ2 Seru's powerlevel: 18,000,000,000,000,000,000,000,000,000
And than we have the Burori (filler) whom could destroy a galaxy, please don't make me count that...
