According to Vulture, Twentieth Century Fox Film is in talks with J. Blakeson (Disappearance of Alice Creed) to adapt Wool. Wool is Hugh Howey's series of seven sci-fi novellas. Ridley Scott's Scott Free is set to develop the property with Garrett Basch and Steve Zaillian of Film Rites. The project is described as follows…

They live beneath the earth in a prison of their own making. There is a view of the outside world, a spoiled and rotten world, their forefathers left behind. But this view fades over time, ruined by the toxic airs that kill any who brave them.

So they leave it to the criminals, those who break the rules, and who are sent to cleaning. Why do they do it, these people condemned to death? Sheriff Holston has always wondered. Now he is about to find out.

"Guardians of the Galaxy" scribe Nicole Perlman has been hired to pen a rewrite of the sci-fi movie "Wool" for 20th Century Fox and producers Ridley Scott, Steve Zaillian and Garrett Basch.
Based on the high-concept novel by Hugh Howey, the story is set on an Earth where the air is no longer breathable and the world’s last community lives underground in a giant silo. J Blakeson ("The 5th Wave") penned the original script. [Source: The Wrap]
 
BTW, Wool is just like 'The Martian'. It was self-published and word of mouth made made it into a hit.
