While that is the most probable, another theory is that King Nero, who ruled the Roman Empire at around 70 AD, loathed the Christians. He thought they were a terrible, unruly bunch. So, he took their beloved symbol, the cross, and not only turned it upside down, but broke the arms as well. Then, he put a circle around it, in a sense claiming that the world would be 'perfect' without Christianity in it. Then, a long time after, the hippies searched for a symbol against middle America suburbia, specifically Christians. And they settled on the 'peace symbol'.

But like I said, I honestly think the semaphore letter explanation is a lot more probable. I just like this story.
