A Punisher film should come after Daredevil and Luke Cage

Yes, because violent anti-heroes mowing down criminals NEVER works onscreen. Well except for Death Wish, Taken, Dirty Harry, Man on Fire, that Jodie Foster revenge movie, etc.

Revenge fantasies have worked as star vehicles for a handful of box office legends. But unless Marvel and Netflix can land a lead actor with the appeal of 70's era Clint Eastwood, a 13 episode Punisher tv show is a tough sell.

Frank Castle is a great fit, however, as a kick ass supporting character who alternates between friend and foe with the rest of the Defenders. I can imagine getting a glimpse of the skull shirt before an episode fades to black and wondering if he is going to help our heroes or make things that much worse for them.
 
Not really, it really just depends on the pitch. You could make an awesome 13 episode series out of Greg Rucka's run for example.
 
I'm pretty sure you could get a few seasons out of the Punisher MAX series and the Marvel Knights run.

Hell, The Punisher game for Xbox integrated the MU pretty great and that was a violent game.
 
I don't think they'll continue to add more TV shows indefinitely. Similar to how Marvel Studios is limiting themselves to 2 movies per year, I think we'll continue to see 4 (or possibly 5) Marvel shows on Netflix for the foreseeable future.

That said, I think there's a very specific reason for Iron Fist, Luke Cage and Jessica Jones getting their own shows. I believe after the first wave of Netflix shows, the second wave will consist of Daredevil continuing with season 2, but the other three getting combined into a Heroes for Hire show, given their ties.

This will open up two slots for the second wave of Netfilx shows, one of which could very easily be Punisher.
 
I think it would be a serious misoppurtunity if Punisher doesn't make an appearance in one of the netflix shows. To me, that's a no-brainer. I can easily picture him clashing with DD in the middle of the season or something.

Also, a Punisher tv show can easily be done. But here's the thing, and fans aren't going to want to hear this, but they're going to have to tweak his character significantly. He can't be like how he is in the comics, people can't sympathize with him that way. He has to sort of be like Dexter, a guy who's conflicted about what he does but is compelled to do it anyway. He has to have character development and a character arc so that viewers can relate and sympathize with him. If they do that you can easily get a 5 season show out of Punisher.

A benefit for the model, particularly as combined with the unified setting, is that you can pick and choose how you "advance the plot". Luke Cage and Iron Fist could be combined into "Heroes for Hire" for a season, or permanently. Punisher could be given a single season, then shift into a permanent supporting cast status. For that matter, any character whose own show doesn't seem to have the interest could be sidelined without being eliminated, by showing up as supporting cast and guest stars.

Agreed. This gives them a great deal of flexibility, without the burden of the unending treadmill that is the network TV season.

However, I believe Marvel does plan a lot of things in advance. The plan may be tweaked or shift, but I strongly believe that they introduced Iron Fist, Luke Cage and Jessica Jones with an eye towards Heroes For Hire. It could be a subsequent "season" on Netflix, which I believe to be the strongest possibility as of now. Or it could be an off-peak-season, slightly-lower-budget movie release one of these years... the much speculated "third annual film" from Marvel Studios.
