Batman Comic...fails to save girl from bomb?

Does anyone recall a Batman comic about Batman in Asia, and he's trying to save a little girl and at the end of the comic, just as he think she's safe...she goes to pick up what looks like a toy and it's really a bomb that kills her?

It's probably Death of the Innocents. It's a Denny O'Neil book that was done to raise awareness for landmines.
