It's called ticket balancing. Were Rudy Guiliani to become the Republican nominee for President, he would need a conservative running mate to prevent a third party rush to a conservative candidate running on a different ticket. Sam Brownback would pacify the conservative wing of the Republican party as the Vice Presidential candidate.
