The only female movie villains that jump to mind are from Disney.
 
Nurse Ratched in One Flew Over the Cuckoo's Nest.

Kathy Bates in Misery was also noteworthY!
 
Glenn Close in Fatal Attraction.

Not only was her performance on point and her antics quite disturbed, it was a believable situation that while a tad melodramatic at the climax, not out of the realm of being something a cheating man brings on himself.

She was great in the role and a real force but also the character is symbolic for how adultery can destroy a nuclear family
 
Personal favorite of mine is the Borg Queen from Star Trek: First Contact
 
As someone who grew up watching many Disney classics, I couldn't not pick Ursula, Maleficent and Cruella. I'd also add the Queen and Lady Tremaine to the list.
And personally I would put O-Ren Ishii over Elle Driver any day of the week, if only because of that awesome anime sequence about her past.

One of the best femme fatales ever. Poor Robert Mitchum [blackout]had to get himself killed in order to finally stop her[/blackout].

The ones I chose;

Annie Wilkes

"I'm your number one fan". She has such a sweet frumpy kind of demeanor, where you could imagine her baking cookies in the kitchen. Then the mask slips off and you see a terrifying obsessed psychopath underneath. Kathy Bates deserved her Oscar for this role. One of Stephen King's most terrifying creations because there are people like this in the real world.

Alex Forrest

This is the lady where the term 'bunny boiler' came from. She apparently scared the pants onto all married men back in 1987. The one night stand from hell. Glenn Close always said she never saw her as a villain, just as someone who was in a lot of pain, self destructive, and needed help.

Cruella De Vil

"Anita daaaaaarling". Glenn Close makes the list again. This time as the ultimate diva who loves her fur coats so much that she's willing to kill 99 adorable little Dalmatian puppies to get it. She was so great. Her short temper outbursts at everyone around her were hilarious.

Elle Driver

By far the most despicable member of the Deadly Viper Squad. Unlike the others, she showed no sense of honor, or that she gave a crap about anyone except herself. The revelation of what she did to Pai Mei just cemented what a totally vile b*tch she was. Her fight with the Bride is my favorite of all the showdowns. Brutal and brimming with hatred.

I'm gonna give a shout-out to Eva Green as Ava Lord in Sin City: A Dame to Kill For.

The movie wasn't the greatest, but Eva/Ava was definitely one of the highlights, with or without her clothes. She played the femme fatale man-eater to the hilt.

Cruella because she frightened me as a kid, for some reason I thought she would make a human coat out of me. :(
