How meaningful the reform is, is in question. Also whether they pass it. This is before we get into how they have let this stuff endure for generations. But come on. The idea for disbanding the police is to disband the correct police departments, and force everyone to reapply under new rules, oversight, etc.
Defunding is all about reducing the role of the police in areas they shouldn't be a part of. Like when cops are called to schools for disciplinary issues with children.

I think John Oliver discussed it rather well last night on his show, but the vast majority of Americans aren't going to watch that, and we already see the counterattack spin beefing up that line of attack. Which is why I do not mind Biden not touching it during this election cycle. Far too messy an issue, that is easily exploited by dishonest tools.The problem right now is that very few understand the differences and most are probably thinking that disband = defund = demantle = abolish = erase = eradicate = no jobs = no money
