Cheapest high speed internet that doesn't tie up phone

I need to find an affordable ISP that is fast and doesn't tie up the phone line. Is there anything that costs between 30-40 dollars that does this. If region matters, I live in Tennessee. Thanks

I have Verizon DSL and pay $29.99 a month, but you have to request this service and renew it every year. I get download speeds of 2.7MB, so it's competitive with cable

Verizon is good. Also, check with your local phone company for their DSL brand (I believe TN is Bell South). They usually have promotions for a one year contract from $15-25 for a pretty decent speed. Look into Comcast too.
