Gentlemen and Ladies,

As of 11-12-09 known criminal John Lee Keyser (AKA John Lees, AKA Keyser Lee) escaped from the Community Courthouse Complex with the help of unknown associates.

Criminal Keyser is a known thief and felon, responsible for numerous armed robberies, burglaries, hi-jackings, and selling of stolen goods. (See Criminal History File 77-12-A)

Criminal Keyser is also afflicted with cancer (see addmendum A-12-09) of the lungs and stomach. Orignal prognois has given Keyser between six to twleve months to live as of April 09.

Based on yesterday's daring escape and Kesyer's condition, it is my belief that he is planning one last theft, grandiose in nature, in order to cement his status as an underworld legend.

HCPD has currently issued an APB on Keyser, and the patrol division is currently involved in a manhunt along with FBI and state police agencies. While they hunt, the detective bureau will be acting in a proactive manner.

With Chief Wilson's approval, I am forming a special detail of detectives to investigate Kesyer's known criminal associates, and to prevent Keyser before he can complete his plan.

Below this memo, you will find the request to transfer into this special detail. I am asking for no more than six bureau detectives with experience.

Brief Departmental History: After moving to Hype City in 1995, Scott Masterson dropped out of college to pursue a career in law enforcement. Working two and a half years out of the academy, Masterson finally graduated and worked the beat as an officer. He remained scarce and quiet for years, making a few simple busts here and there... until finally, in 2002, Masterson helped bring down a prominent drug dealer and accused rapist. Using that leverage to make a request for promotion, Masterson became a Sargent for the Special Victims Unit. He's been working closely with Matt Byrd ever since, gaining a slight friendship with the veteran cop ever since Byrd's crackdown and arrest of John Keyser.

Currently, Masterson is a divorcee with two kids.

Brief Departmental History: Living in Hype City for all his life, Buchannan has known the status quo of the city ever since he was a young boy. After High School, Buchannan went straight to college to begin his studies for his future in law enforcement. Taking a variety of law enforcement, forensic, and psychology classes, he honed his skills as he prepared for his day at the academy.

After four years of schooling, Nathan joined the academy at age twenty one. Being older than the usual recruits, his iinstructors mercilously berraded him through his time there. They made his life difficult, a true challenge, forcing him to push himself farther than even he believed he could go. Nathan became tougher, stronger, and more respected as the months went by.

After graduating from the academy, Nathan worked as an officer for five years, doing the usual patrols, traffic regulation, and service functions required of him. After gaining recognition in a controvertial case regarding the inditement of a known felon, Buchannan's superiors finally noticed his ability and promoted him to detective. Since then, Nathan has been one of the leading investigators of the Cold Cases locked away in Hype City Police Department's confidential files. Solving crimes forgotten, and thought never to be solved.

He has an apartment in the poorer parts of Hype City, and currently has a relationship with Sarah Royal, his girlfriend of two years.
