That lockdown thing won't work here unless you do a martial law scenario and even then it'll be hard .

Think america will use nudge theory. Ask people to self isolate, wash hands, ban mass gatherings etc... Then leave it to them.
Once 60% of the population has had it you will have herd immunity.
Be painful and you want to try and stop the services being overrun.
