While I agree that they would jhave probably ended up killing themselves, I don't think it'd have been joker punishing them for a specific behaviour but simply Joker making one of his usual 'jokes.'

Yeah, like when he lied to Batman about switching addresses of Harvey and Rachel. Batman never had a choice on who to save as Joker put it. No matter who he chose he wasn't going to end up getting to the person he had chosen.
