Valve probably will make it community driven though, they said they would like Team Fortress 2. Most likely character design and possibly items.
I'v been playing in the beta. The ranking system worked well, when you start up it outright askes if you are a new player and puts you with others accordingly. The problem is though, people who are quite clearly experienced players (who have probably played for years) are deliberately picking the "I am new option" and being put in matches with people who are genuinely new and stomping all over them. This has happend in practically every match.
Graphically, it's alot nicer looking in motion when you see it then the video steam and screenshots. The animations still look really dated though, look animtions you would get from 2d sprites. Considering how good Valve are when it comes to animations they seem not so great.
