Help with animated movie (don't know title)

I remember there was a movie that was played on Cartoon Network's Cartoon Theater a long time ago (when I was a kid) about animated characters, that I believe had to save the world from a mad scientist or something

If anyone has any idea as to how I can help shorten this, just ask
