Two words, female villains.

Any suggestion for the female villains?

I would like to see Madame Hydra, but other than her, I don't know any female Captain America villains. Oh wait, there's another, the female member of the Serpent Squad.

Madame hydra would be amazing but I'm hoping they save her for the agent carter series

For me if you're going to have Crossbones then whoever he's working for can't be wearing a mask. It would look a bit silly them having a conversation. This doesn't rule out Red Skull though as I always thought their images enhanced each others.

Maybe Cap trying to tear down a system he used to believe in. I mean, Cap is a symbol for freedom, and a major part of that is personal accountability. This should factor into Cap's development in Captain 3.
