Well considering that Cell can regenerate from a single cell, I don't see how Hulk can beat him.

Hulk also haves great regenerection.
And his probobly stronger than Seru (physical), not by much though.
Seru in normal kanzentaini state would beat hulk though (in speed) therefore win.
