White Spies: Creativity 6 (no pictures, other than a maybe on what the guy looks like...no other pics were used)
Presentation 7 Some misspelled words, and grammar. Would not appear on a government document.

Black Spies: Creativity 13 (pulled together all that you asked for...) I also liked the detail of military time being used.
Presentation: 10 (I would not have put the pics in spoilers though. Took away from the idea of it being a government dossier.)

Thoughts

Entry 1's mock-up is convincing and probably a little bit better written than Entry 2, but it didn't quite adhere to the directions. No pictures of locations and a very thin amount of personal information on the target (which I understand is supposed to give him a bit of mystique, but it came off like an easy way out of actually coming up with information to me). I did like the twist at the end, with the mole's handler turning out to be the double-agent on the other side, but the assignment was to create a convincing dossier, not an engaging drama. Entry 2 flat-out handled the assignment better.

What did you like/dislike about the story aspects of our submission? This is an honest question, since I am a writer at heart and always like to know where I can improve.
