It has nothing to do with your post count. You can't get an avatar simply because you have numbers in your screenname. New rules.

Not much. It seems people just don't look for it or are oblivious. I don't think anything short of a automated prompt upon registration is going to change the occasional occurrence of a 'How do I get an avvy/sig?' question. 'Tis the suck.
