Spider-Man's comes second best for me because a lot of them are either scientists with powers (Goblin, Ock, Lizard, Smythe etc) or thugs who got powers (Sandman, Rhino, Shocker, Scorpion). I won't even go into the number of Goblin and symbiote themed villains there are, too. There's even been more than one Doc Ock, Vulture, Kraven, Mysterio etc. Not a lot of originality or creativity compared to Batman's.

Batman's villains are a lot more diverse with very unique psychologies and motifs from each other.

And there are still some villains I really wanted to add, like Sandman and Vulture. It's really hard to chose, and the first two spots are the only "safe choices" to me. I absolutely love every villain that I've included in the list and I love even more of Spidey's villains. They're so much fun!
