My only exposure to either of them is the Creature Commandos in Frankenstein: Agent of S.H.A.D.E., and I personally thought that book was a complete mess, so I vote Jack.

Yeah, Frankenstein: Agent of SHADE sucked ass. As if to illustrate how much more awesome Jack Russell is than some random-ass new werewolf created specifically just to complement Frankenstein, the Legion of Monsters mini-series coming out right now is like a billion times better than Frankenstein.
