Photoshop Color Problem

It's been a while since I opened up Photoshop CS2. I opened it up the other day to take a crack at coloring something, but now my colors come out grey. The window where I select colors is just fine, but my foreground and background selections keep showing up as black, white, or any shade of grey between. And it only seems to be doing this whenever I open up a black/white image file I want to color in.
 
Not to sound like an idiot, but...

I'm opening a .jpg. How do I tell if it's opening in greyscale? And how would I go about copying it in RGB? So far, the only thing I can do to get my colors to show up is to create a new RGB photoshop file, and drag the jpg into it.
 
Open it and click Image at the top of the screen and then Mode, it is probably set to Grayscale, set it to RGB instead.
