Singing/Rapping: Born talent or practice?

Are all of the singers and rappers born with that talent or do they practice at it to get there?

I'm wondering because I'm a fan of Weird Al and I'm on Youtube alot looking at all these old and new songs I haven't heard in awhile and I was thinking how he does it.

He can pretty much do any kind of music. Is that born talent or alot of practice for him?

Its a little of both but I would say alot of it is Talent.

I think it can be both. Although there are tonedeaf people who will never be able to sing/rap/play an instrument well no matter how hard they try.
