Well, they're more of a parody of the JLA archtype itself than any individual characters. Jack and Angie aren't really based on anyone, besides the archtypes of the ******* leader and super scientist, respectively. The Doctor, while comperable to Dr. Strange and Dr. Fate, really just follows the archtype of the mystic who's chosen by a higher power to be the most powerful magic man of all and defender of the Earth-realm. However, the fact that his name is "The Dactor" might suggest some inspiration coming from Dr. Strange and Dr. fate. Jenny Sparks wasn't really based on any one character either, although she had some aspects of the wise mentor who brings everyone together (Prof. X) the living legend (Captain America), and the chosen one (too many to count) archtypes. The Authorty started as "What If?: A Justice League-like team held an almost fascist and highly pro-capitol punishment philosophy."
That being said, Apollo and Midnighter are direct parodies of Superman and Batman, with a little bit of Cap or Wolverine thrown in, what with the super soldier background. However, they were created before The Authority.
