The Authority Vol.4

So, I'm confused. Is this a completely new relaunch, or is it building off past continuity? I loved vol.1, but it was really confusing due to the fact that I never read Stormwatch. So, do I have to know what happened in all of the other volumes of Authority to understand it, or just have basic knowledge and have read Captain Atom: Armageddon?

It definately is building off of past continuity, as seen with the new Doctor, Jenny Quantum/Quarx instead of Jenny Sparks, and the fact that they're well established.

Building off, yeah, but are the new characters completely new, or were they featured previously in other roles?

The new Doctor, you mean? Yes, he's not an entirely new character. He apeared before this volume. I only refer to him as the "new Doctor" because he replaced the old doctor.
