Yeah, it's a new meme. Just search it and you'll find a lot of them. Even sports teams and TV shows are doing it.

I think main reason it's popular is that the videos are mostly just 30 seconds, so they're quick and easy to do. I've only seen one video where anyone actually did the Harlem Shake rather than random stuff and it was the dude who always acts like Obama.
 
More looks like when someone does a bunch of molly and coke...
