Hmmm... Luthor, obviously. Besides that... Cheetah, Grodd, Sinestro, Parasite, Black Manta, maybe one or two of the Rogues (Captain Cold?), Reverse Flash and Joker as maybes, one of the Bat-villains like Poison Ivy or Mister Freeze.

Well thats my list until now but I will add some 3 others members more to that list soon, yeah I though on Poison Ivy, Joker or Scarecrow, but this last two already appear on Batman Begins so my take will be on Ivy!

 

Like your ideas except the Joker. He should never be put in this movie.

i'd like the legion be orangzied by luthor, then when they first meet they look around fell like someones missing, they say wheres joker and luthor replies "jokers too wild".

i'd love to see that.

1 + 2 are capable of being single villain threats to the entire League. I don’t see Brainiac joining a Society of Super-Villains at all but Amazo could be a stand alone threat or the powerhouse of a team.

3 if not an active member, then definitively as a backer unless the Society is to be revealed as being under Darkseid’s control.

5 + 6, it’d be one or the other not both but either could be set up to stand against Batman, the League’s best hand-to-hand fighter or GA the best marksman.

8 seems like an odd choice but like Brainiac I don’t see Sinestro bothering with a team especially since he’d only care about defeating Green Lantern and wouldn’t care about Earth’s other heroes.
