When it comes to supporting characters, Randy is needed to get Peter his internship at the Daily Bugle and eventually become his roommate in college. Considering that he's needed for characters like J Jonah Jameson, Joe Robertson, Betty Brant, Lonnie Lincoln and Mac Gargan to appear since they're all connected to the Bugle and since he becomes Peter's roommate, he also creates another tie to Curt Conners and sets up Ms. Muggins' appearance.

The fact that he wasn't in the first Spider-Man film is a gross oversight. Let's hope that we manage to get him introduced in the sequel.
