Quick question/favor:

I took this gif from the trailer, and sized it up for my cell phone, but it isn't the size I really need. I need it to be 320x198 and 320x204 but I cannot figure out how to give it the widescreen effect with the black bars on the top and bottom. I am using Ulead, but I cannot figure out how to put the black bars as said before to make it the correct size.

Any help would be appreciated...
