Victor Fries/Mr Freeze: Michael Anasara

Pamela Isley/Poison Ivy: Diana Pershing

TAS wins for everything except best Penguin and Catwoman, and even that is debatable.

I side with the animated series in all of the categories. I still hear most of those guys voices in my head when i read the comics.

As for the rest, I like the different interpretations equally.

Except I don't care about Robin or Bane, so no opinion on those.
