Yeah the goat is all tricked out, he even has all the little tufts of hair at the joints and feathery mane they have in heraldry.

It can happen with deer and goats (see below) because they already have horns, they just need to merge together. It's a whole different story for horses, which don't have any in the first place. It's possible that there was a horse with some growth on its forehead at some point, but the idea probably just came from the general tradition of making stuff up like griffins and satyrs and what not.
