server should be "local host", at least for hotmail it is
dont use port 110
use something like 1025

It should be in preferences
I dont use Outlook, I use Thunderbird but it should be somewhere in preferences or options
Also if you are behind a firewall make sure the port you choose is open

Check with your ISP for the proper port settings for SSL based email access. They can walk you through configuration, too.
