Where Can a 15 year old work?

Im trying to aid my brother in finding a job around here.

Hes 15. And he doesnt want ajob like mowing lawns, paper boy, exc.

He has a workers permit from his school.

Is there any places out there that hire at 15?

For example-department stores, pet stores,restaurants?

(I remember this one time i was going throw the drive up and the guy randomly asked as he was handing me my food, if I know any 14-15 y.o that need a job, that they were hiring, it was kinda weird)
