Where does this clock king come from?

I saw this picture today and had no idea where that character design is from.

Its a toy from the DCAU toy line for Justice league.
He appeared in a ep of JLU where he was on the suicide sqaud, though i dont think his design was quite like that, its more about the limit base bodies the mattel have.

That figure is part of an exclusive release from Mattycollector.com which included 3 other TNBA figure designs. Harley, Bane, and Scarecrow. Im not sure why they decided to make him tough looking like this as its not as he wppeared in the Batman The Animated Series, as you can tell from your lower pic.

Thats what everyone keeps asking. Unless he was labeled, Id have to guess at who he was supposed to be. If they were going to do a character like Clock King, at least do him properly.

I should also note, this set will be available on Feb. 15th.
