I also second The Question, and Smallville's take on the Green Arrow was quite cool. I would love to see a series based around Oliver Queen.

Surely the fact that EVERY time they used their powers it would be a special effect would prove detrimental to said series.

All street level heroes could work. Some (such as Dardevil or Question or Iron Fist) more than others.

You're pretty much limited to street level, like already said. Somebody like the Punisher could work a series, same for Daredevil and the Question.
