I watch True Lies the other night and while the action is awesome, and I love Arnold, he doesn't fit the role and I don't really dig the structure of the film....

the rock is the best shoot em up movie on the list or popgun action movie on the list but it isn't the best film on the list.

i feel t2 and matrix are more sci fi than action and t2 in particular is far superior film although it doesn't have cliche action scenes in it.
