I know the TMNT was originally a daredevil parody but it occurred to me that I don't know offhand who the shredder was a parody of any ideas?

Eastman and Laird have said a few times in the past that the TMNT comic they did wasn't a parody. At least not in the sense that people think.

They didn't intend to spoof or satirize comics of the time but were influenced by the comics of the time like Miller's Daredevil, Chris Claremont's New Mutants and indie books like Cerebus and Usagi Yojimbo.

What they did do was work in some humorous nods to those influences like Splinter being a reference to Stick and the Foot being a reference to the Hand from Miller's Daredevil.

Shredder isn't really based on anything. So the story goes Eastman put his hand in a cheese grater and remarked it'd be cool to have a villain with metal blades on his arms and they went through a few different ideas before going for the simplest design.
