Stuff like Ulysses Klaw and Wakanda can be considered an easter egg to general audiences.
About the only Easter Egg that I've heard Feige talk about is the Empire Strikes Back-inspired arm being lopped off in all the films of Phase 2 (IM3 with Killian, TDW with Thor's fake hand chop, TWS with Bucky having a fake arm, and GotG with Groot's arms.)

Yeah I don't know. Marvel tend to not like repeating themselves with villains. I think they're worried that people just want to hear about them once and then be done with them.
That said, seeing Ultron again would be amazing especially in a masters of evil type role and of course I adore Jocasta so I would really love to see her too
