Funny, cause I also thought it was Jae Lee at first. His Batman looks nothing like this one though, but it was that sculpture he's standing on. Jae Lee draws the exact same type and style of gargoyles. Check out his covers to Gotham Knights around issue 50 to 60... gorgeous stuff and really remininscant of that pic.
