Hmmm... I know a couple of designers who worked on TAS... but it doesn't look like a TAS kinda style. I'm gonna venture a guess though. Shane Glines?
 
no, it's not Shane Glines.
After "Sub-zero" the Warner "asked" for a DTV and The producer, Boyd Kirkland, convinced WB to let us re-design all the characters. Then WB decided to cancel the project and do a DTV Batman Beyond instead.
