Application (.exe) Blocker

Is there any available software or at least a way that I can block a certain .exe? I've heard that you can write a script in a .bat but I am not familiar with the coding. Plese provide links if there are any downloadable software (freeware especially) out in the net. I'm trying to look for one but as of now I can't find one. Tutorials and examples to other process would also be a great help. *okay*. I'm currently using a Windows Vista Home Basic for OS.

I don't understand what you mean by a MS Checker but I found one program with the function I'm looking for, Smart X Application Locker you could try that one to see what I mean. The problem with that software is it doesn't work with the current OS I'm using, Vista Home Basic.
